The economic development of Pingyuan is complied with the New Normal. The government lays emphasis on the investment of new energy, thus bringing in CECEP to build the largest single roof photovoltaic power station in the province, which generates 7.6 million KWH per year without occupying any land.

On the morning of January 8, the sunshine irradiated on the roof of the plant of Pingyuan Jinde Limited Company. The solar panels transformed luminous energy into electrical energy, which is transferred to the network system in the plant. The technicians and workers on the roof are inspecting the cable carefully and debugging the parameter.

“On the 25th day of last month, with the joint efforts of our office and Pingyuan Development and Reform Bureau, the first phase of Jinde photovoltaic power generating project combined to the grid. The project is invested by CECEP Solar Energy Technology Co., Ltd. with an investment of 200 million Yuan,” the principal of the Business-Promotion Office told the journalist that, “this project is good for environmental protection and it is pollution-free without using any land. The two sides have created a win-win situation." ”

From the contact and negotiation of the two companies in February, 2014 to the beginning of construction, it took only 8 months, which realized the objective of “contract-signing and operation in the same year”. The project is the largest single roof photovoltaic power station in our province after the grid-connection.

The 60 thousand solar cell modules do not occupy any land.

In the office of Zhuang Wei, Project Manager of Pingyuan Economic Development Zone, the journalist saw a pile of project analysis report. And on the wall, there were many statistical tables about photovoltaic power generation. “We installed more than 60 thousand polycrystalline silicon solar cell modules on the roof of Jinde Company. In the half month after grid-connection, it has produced 300 thousand KWH electrical powers. We estimate that it can generate 7.6 million KWH electrical powers per year and realize the on-grid energy of 6.9 million KWH.” Zhuang Wei introduced that: “the head company spent much money on building distributed photovoltaic power station in Pingyuan. Besides the favorable investment policy in Pingyuan, we are interested in its unique geographical advantage and market needs.””

Pingyuan is dry and wet, and full of illumination, the average temperature of the year is 13℃. It does not rain much here, and the rainfall is centralized. It is full of photo-thermal resource. “As for this project, the sunshine duration per year is more than 2660 hours with a sunshine rate of 61%. And the total radiant quantity per square meter is 5229 MJ, which is higher than the national averaging number.” Principal of CECEP Technical Department analyzed that: “both the sunshine duration and the radiant quantity meet the designing requirements of the photovoltaic system and that is why it is suitable for building a large photovoltaic power station.””

Besides the unique geographical advantages, the county also has newly-built industrial parks and administrative public buildings, which provide abundant photovoltaic roof area “When the engineers of CECEP headquarter did earlier reconnaissance, they unanimously approved the decision of building a large photovoltaic power station here. The company had got a state subsidy of RMB 0.42/KWH, which is set for the photovoltaic power generating projects. It is expected that the company can recover its cost in 8 years, whereas the polycrystalline silicon solar cell modules can be used for about 25 years.” the principal of the Business-Promoting Office said that: “the basic complementary condition of the electricity in our county is integrated, and the access condition of the grid is favorable. At present, the power load of each industrial park is heavy and centralized. Photovoltaic power generating companies can fully use the roofs and façades of these buildings to build photovoltaic power stations, which do not occupy any land. This method of power generation can realize centralized power generating, and it is of great market prospect. ”

160 thousand square meters of high standard workshops, attracting “phoenix” to settle down

In the afternoon of January 8, the journalist climbed up to the roof of the wire rod workshop of Jinde Company, and saw that about 8 workers were stretching the cable weighing hundreds of Jins(0.5kg). Thousands of solar cell modules are united together and spread out. “The main steel frames of our workshops are all special steel plates. Even in the lighting area, fibreglasses of 8mm are used. These structures are anti-seismic and anti-crush, which are able to bear tons of pressures at one time.” Hong Zongxi, General Manager of Jinde Company introduced that: “our company is a fastener producing base in the north, which is invested by Zhejiang Jinyi Group. From designing to construction, the plant is in strict accordance with high standard. The roofs occupy an area of 160 thousand square meters with a bearing capacity of 3 times of normal plants.”

“During the negotiation, we knew that the product quality of Jinde Company is perfect with the 30 years of management experience and advanced production technology of Jinyi Group. The company has set up cooperation relationship with many corporations in the surrounding areas. Companies such as Jingjin Group, Huayun Agricultural Machinery and Zhaowei Iron Tower are all cooperative partners of their company." Zhaung Wei said that: “the photovoltaic power station needs large investment for its infrastructure. And it takes long to withdraw the capital. So in order to realize a win-win situation, we must choose a company with much capital, good economic returns, promising development prospect, large electricity needs and plant buildings of high quality. Jinde Company has all the conditions.”

“After the cooperation with CECEP, the photovoltaic electricity that we are using owes the price 80% of the price of State Grid Corporation. As for us, more than one million Yuan can be saved, which reduces the cost.” Hong Zongxi said that: “the company got more benefit, the plant quality was high. And the “phoenix” (stand for wealth here) settled down here. The alliance between two giants was helpful for the company to promote market competitiveness.”

Signing a contract of RMB 5 billion, taking over the commanding height of new energy industry

As for government, the cooperation of the two companies not only reduces the pressure of power grid, but also promotes the energy conservation and emission reduction of industrial corporation. As calculated, the project can save 2654 tons of standard coal every year, and reduce the emission of 5862 tons of CO2, 57 tons of SO2 and 586 tons of ash. “What’s more, CECEP is aiming at the new plants of Jitie Pingyuan Logistics Company. The company is planning to build a clean energy and low-carbon industry demonstrating park with a roof area of one million square meters in the Jitie Logistics park.” Principal of the Development and Reform Bureau of the county said so.

As same as CECEP, Pingyuan government lays emphasis on new energy industry in inviting investment. Firstly, the Pingyuan government hired specialists of NDRC and the China Association of Environment Protection Industry to establish and perfect the new energy industrial planning, which is the top-level design of new energy industry. Meanwhile, the government made detailed investment-promoting tasks and distributed these tasks to specific projects or principals so as to take over the commanding height of new energy industry.

Only in the year of 2014, Pingyuan government has brought in 3 central photovoltaic companies-China Wind Power Group Limited, Zonergy Company Limited and CECEP. Cooperation agreement of about RMB 5 billion has been signed, and 230 MW of photovoltaic power generation has been examined and approved.
