CECEP Hosts Lecture on 15th Five-Year Plan

On March 20, CECEP held the first session of the 2026 CECEP Lecture Series, inviting Zhang Yuxian, former Director of the Economic Forecasting Department of the State Information Center and a member of the expert committee for the 14th and 15th Five-Year Plans, to deliver a special lecture. Du Le, Deputy General Manager of the Group, presided over the event.

Under the theme “Drawing a New Blueprint and Opening a New Chapter—In-Depth Study of the 15th Five-Year Plan to Promote High-Quality Economic and Social Development”, Zhang Yuxian elaborated on two key dimensions: objectively understanding the stage-specific characteristics of economic and social development during the 15th Five-Year Plan period, and accurately grasping the plan’s key priorities. Using the analytical framework of “four ones”—one development plan, one legal guarantee, one high-quality report card and one grand blueprint—he provided a comprehensive interpretation of the plan’s historical positioning, guiding principles and main objectives. He also offered in-depth insights into eight major priority areas, including building a modern industrial system and accelerating high-level technological self-reliance, helping participants fully understand the plan, seize its opportunities, and tap into its benefits. 

While presiding over the session, Du Le emphasized that Party members and officials across the Group should take this learning opportunity to thoroughly study and deeply understand the outline of the 15th Five-Year Plan. He stressed the need to translate learning outcomes into a strong sense of responsibility in serving national strategies, into practical measures for formulating the Group’s own 15th Five-Year Plan, and into concrete results in advancing the tasks of the Year of Tackling Tough Challenges. With a determined and proactive spirit from the outset, the Group should strive to deliver outstanding results in the first year of the 15th Five-Year Plan. 

The lecture was held in a combined on-site and video format. More than 2,600 participants attended across 324 venues, including Group leaders, department heads and above at the headquarters, all Party members, as well as leadership teams and middle-level and above personnel from second- and third-tier subsidiaries.
