On March 20, Liao Jiasheng, Chairman of CECEP, met with Xin Junfeng, Secretary of the Song County Party Committee of Luoyang, Henan Province, and his delegation at the CECEP headquarters. The two sides held in-depth discussions on strengthening targeted assistance and deepening practical cooperation in the fields of energy conservation and environmental protection. Liu Dajun, Director of CECEP and Chairman of the Labor Union, and Song Kenan, Deputy Secretary of the Song County Party Committee, also attended the meeting.

Liao Jiasheng welcomed Xin Junfeng and his delegation and introduced the Group’s recent development and its 15th Five-Year Plan. He noted that 2026 marks the opening year of the 15th Five-Year Plan and a critical year for comprehensively advancing rural revitalization and accelerating agricultural and rural modernization. CECEP will thoroughly study and implement General Secretary Xi Jinping’s important statements on agriculture, rural areas and farmers, as well as the rural revitalization strategy. It will continue to consolidate and expand the achievements of poverty alleviation, focus on industrial support, talent support, livelihood support and consumption support, and carry out targeted assistance on a regular basis to help Song County’s rural revitalization reach a new level. CECEP hopes to further strengthen cooperation with Song County in areas such as dual-carbon planning consultation, zero-carbon industrial park development, comprehensive solid waste treatment, and the realization of ecological product value, contributing to the building of a beautiful Song County and high-quality development.
Xin Junfeng expressed gratitude for the long-term support and assistance provided by CECEP and introduced the economic and social development of Song County as well as its development plan for the 15th Five-Year Plan period. He noted that CECEP has consistently attached great importance to effectively linking the consolidation and expansion of poverty alleviation achievements with rural revitalization, continuously improving the quality and effectiveness of targeted assistance, and demonstrating the responsibility and commitment of a central state-owned enterprise through concrete actions, making positive contributions to comprehensively advancing rural revitalization in Song County. Song County looks forward to further increased support from CECEP in terms of funding, talent and technology, and to deepening cooperation in areas such as zero-carbon industrial park development, carbon trading and emissions accounting, new energy development and utilization, and ecological and environmental governance, so as to accelerate the building of the Central Plains Green Valley and achieve high-quality development.
