On July 21, the Group convened its 2025 mid-year work conference, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. The meeting deepened the study and implementation of Xi Jinping Thought on Ecological Civilization, carried out directives from the Central State-owned Enterprise Leaders Seminar, and fully enacted all requirements outlined by Zhang Yuzhuo, Chairman of the State Council State-owned Assets Supervision and Administration Commission (SASAC), during his inspection of the Group. The agenda included reviewing first-half achievements and planning key initiatives for the second half of the year and beyond. Liao Jiasheng, Party Secretary and Chairman of the Group, delivered the keynote address. Present at the meeting were Liao Guohua, Deputy Director of the Audit Office’s Corporate Audit Bureau V, along with outside directors and senior management of the Group. The conference was chaired by Liu Dajun, Deputy Party Secretary.
During the meeting, Liao Jiasheng signed the 2025 annual and 2025–2027 term operational responsibility agreements with senior executives, as well as with second-tier subsidiaries. Party Standing Committee member and Deputy General Manager Hu Naimin delivered a report on business performance for the first half of the year. Party Standing Committee member and Chief Accountant Zhu Qingfeng communicated the key messages from the Central State-owned Enterprise Leaders Seminar. Party Standing Committee member and Deputy General Manager Du Le presented the 2024 performance assessment results and term evaluations for 2022–2024 for second-tier subsidiaries. Party Standing Committee member and Discipline Inspection Secretary Yang Feng announced the decision on awarding advanced units for 2024. Subsidiaries including CNEPG, General Water of China Co.,Ltd., Jiangxi Company, and the Research Center also participated by sharing their work updates.
In his speech, Liao Jiasheng emphasized the need to profoundly understand the rich connotations of Xi Jinping Thought on Ecological Civilization and translate them into vivid practice aimed at building a world-class energy conservation and environmental protection industrial group. He urged a deeper grasp of the national strategic deployment for ecological civilization, turning policy into developmental advantages and economic gains for the Group. Liao called for keen analysis of current industry trends in energy conservation and environmental protection, affirming the Group’s role in the sector, overcoming challenges, and driving continuous growth and excellence.
Liao stressed that during the 15th Five-Year Plan period, China is at a pivotal stage of building a socialist modern nation—a critical period for achieving the Group’s high-quality development. He called for adherence to Xi Jinping Thought on Ecological Civilization, aligning with mandates from the Party Central Committee and SASAC, and establishing clear strategies, objectives, development paths and safeguards. Key priorities include strengthening talent, advancing science and technology, leveraging digital intelligence, deepening reform, and reinforcing Party leadership. These efforts aim to pinpoint and achieve the Group’s strategic goals, significantly enhance potential across all business segments, seize the opportunities of the era, and contribute meaningfully to the Beautiful China initiative.
Liao Jiasheng also directed that all business measures adhere to SASAC’s “stability, excellence, safeguard and promotion” framework. This includes vigorously advancing operations, effectively preventing and resolving major risks, winning the final battle of deepening and enhancing state-owned enterprise reform, and continuously improving value creation capabilities. He underscored the importance of diligently executing the 15th Five-Year plan and intensifying learning and education. With a sense of urgency and determination, the Group must rigorously implement second-half work to ensure the achievement of full-year objectives, laying a solid foundation for both a successful conclusion of the 14th Five-Year plan and a strong start to the 15th Five-Year period.
The meeting brought together heads of headquarter departments, leadership teams from second- and third-tier companies and relevant department heads in both the main venue and video sub-venues.
