On July 24, CECEP convened its 2026 Mid-Year Work Conference. Centered on the Group's Year of Overcoming Challenges initiative, the conference systematically reviewed achievements made in the first half of the year and outlined key priorities for the second half. Liao Jiasheng, Chairman of CECEP, attended the meeting and delivered a keynote address. Zhang Shirong, General Manager, presented the operational performance report for the first half of the year. Representatives from the Enterprise Audit Bureau V of the National Audit Office, the Group's outside directors, members of the leadership team and senior executives also attended the meeting. Liu Dajun, Deputy Party Secretary of the Group, presided over the conference.

Liao Jiasheng noted that, in the face of a complex domestic and international environment, increasingly intense market competition, and multiple intertwined risks and challenges, the Group's Party Committee had united and led all employees in thoroughly implementing the decisions and arrangements of the CPC Central Committee and the State Council, while strictly carrying out the work requirements of the State-owned Assets Supervision and Administration Commission of the State Council. Guided by the Group's "13846" strategic framework and focused on the objectives of the Year of Overcoming Challenges, the Group advanced with determination and practical efforts, coordinating market expansion, management enhancement, structural optimisation and risk prevention. As a result, overall business performance remained stable, key challenge-focused initiatives progressed steadily, the effectiveness of Party building continued to improve, and positive results were achieved across all areas of work.
Liao Jiasheng stressed that, while seizing development opportunities and deepening reform and innovation, all employees should continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, maintain confidence and strategic resolve, overcome difficulties, and make every effort to accomplish the key tasks for the second half of the year. These include ensuring the achievement of annual targets, serving national development priorities through stronger market expansion, deepening reform to stimulate internal vitality, strengthening technological innovation to build core competitive advantages, enhancing risk prevention and control to safeguard sustainable development, and reinforcing the leading role of Party building to foster greater synergy for development.

In his report, Zhang Shirong comprehensively reviewed the Group's operating performance in the first half of the year, assessed both the internal and external operating environment, and outlined priorities for the second half. He emphasised the need to stay focused on annual targets while maintaining strong momentum under pressure by pursuing stable growth and improved performance, expanding market opportunities and optimising business layout, strengthening technological innovation to drive transformation, intensifying reforms to remove bottlenecks, deepening lean management to enhance operational efficiency, and upholding rigorous safety and risk management to ensure stable development.


The conference also announced the results of the 2025 performance evaluation of the Group's secondary subsidiaries and signed the 2026 operating performance responsibility agreements with members of the Group's management team.
Department heads and above from the Group headquarters, principal executives of Beijing-based secondary subsidiaries, and the Group's full-time appointed directors attended the meeting in person at the main venue. Other members of the leadership teams and middle-level and above managers from the Group's secondary and tertiary subsidiaries participated via video conference at branch venues.
